This plan is to effectively organize and implement Decision No. 1675 of the Prime Minister approving the Scheme on enhancing the handling of violations in land management and use in the period up to 2020, Close to reality and strengthen the state management of land in the city.
At the same time, capacity building for the specialized Land Inspectorate of the Department of Natural Resources and Environment of Ho Chi Minh City, district inspector and the cadastral official at commune level. Through the implementation of the Scheme for dissemination and education of land legislation, raising the sense of law observance in State agencies and organizations and individuals of land users according to the provisions of land law.
According to the plan, HCMC will strengthen the capacity of civil servants to conduct inspection, examination and handling of violations in the management and use of land, organizing the receipt and processing of information reflecting the situation of violation of land legislation.
To organize the inspection and handle of violations in the management and use of land throughout Ho Chi Minh City, evaluate and propose improvements to land legislation.
Specifically, this year, Ho Chi Minh City will inspect the law enforcement in the land management of the district and commune level.
In 2018, Ho Chi Minh City will inspect the management and use of land in industrial parks, industrial clusters and economic zones. In particular, to inspect the management and use of land in 3-5 industrial parks, industrial clusters have signs of violation.
In the year 2019, Ho Chi Minh City will inspect the management and use of land in production and business establishments outside industrial parks, industrial clusters and economic zones with signs of violation of land legislation. The focus is on land allocation, land lease, transfer, land use change, the exercise of rights and obligations of land users in these facilities.
The final phase in 2020 will focus on inspecting the observance of land legislation in the management and use of rice land in the whole Ho Chi Minh City.
It is expected on November 20-20, departments, people’s committees of districts and communal People’s Committees are responsible for reporting the results of the project implementation. Department of Natural Resources and Environment of Ho Chi Minh City is responsible for summarizing and reporting to the People’s Committee of Ho Chi Minh City and the Ministry of Natural Resources and Environment.
According to the People’s Committee of Ho Chi Minh City, in the past, the profit from leasing land and factory production activities of people in Ho Chi Minh City is very high but measures to handle administrative violations for rent Land used for the wrong purpose is mainly fining not enough deterrence. As a result, landlords still intentionally let their production facilities pollute the environment.
Currently, Ho Chi Minh City has more than 10,000 production facilities are not suitable for urban planning. HCMC People’s Committee has issued plans to relocate these facilities to industrial parks, from now to 2020.
