The inventor of the project will enjoy the preferential incentives and support for legal provisions (such as the free use of land, rental land, discount or free VAT and corporate income tax; loans from the preferential social policy bank, credit organizations,…).
To meet the housing demand for about 30,000 workers out of 72,000 workers in 6 Industrial Zones in the city, Da Nang has approved many public housing projects for workers and other service items. However, up to now, in Da Nang City, the housing project for the worker has not completed and has not been put into use.
The increase in the number of workers who work in the industrial zones in Da Nang has caused the housing demand of workers increased. To meet this demand, the City People’s Committee issued Decision No. 1772 dated 03/4/2017 approving the housing development project for workers in industrial zones in the city to 2020 and orientation to 2030.
Accordingly, the target for 2020 will solve housing demand for at least 20% of workers in industrial zones and by 2030, they will address housing demand for at least 35% of workers in industrial zones.
In order to achieve the above target, the city called on real estate developers and industrial infrastructure enterprises, labor-intensive enterprises in the industrial zones and residents to invest in the construction of workers’ houses. At the same time, they also called on the owners to renovate and repair the minimum standards boarding-house in accordance with regulations.
According to the planning, from now to 2020, the city appeals to the external capital budgets to invest 3 housing projects for workers in the mixed land near Hoa Cam industrial area (Cam Le district), B4-1 land area, B4-2 TĐC Hoa Hiep District 4 (Lien Chieu district) and converting the energy 2 dormitories of students concentrating to the West and the open West in Hoa Khanh Industrial urban (Lien Chieu district) to the worker housing.
Investors implementing the project will be entitled to incentives and support in accordance w the law ( such as land use levies, land rent, exemption from and reduction of VAT and corporate income tax, preferential loans from the Social Policy Bank, credit institution,..).
In addition, the City People’s Committee assists the investor in the cost of the site clearance and investment in the construction of technical infrastructure outside the project to ensure a seamless connection to the infrastructure, provided free of charge. Design sample, the typical design of worker’s houses, reduce the time for settling administrative producers during the project implementation process and waive all costs of implementing construction producers.
Workers of industrial zones purchase, for rent, hire-purchase worker’s houses will be entitled to preferential loans through social policy bank according to regulations. In addition, the city called for the establishment and organization of the Worker’s Housing Support Fund to support and facilitate workers buying, renting the house at projects.
The implementation of the scheme aims to solve part of the housing needs of workers in industrial zones in the city, creating conditions for workers to stabilize their accommodation, secure their work, contribute to the development of the city. At the same time, it contributes to stabilizing the political and socialist objectives of social security in the project implementation of the program “the city of social order, traffic safety, food hygiene, social security” in the city to 2020.
