Living In The Danger BOT Project With Slow Speed Of Construction

The project of upgrading the National Highway 18 under the BOT method, the Bac Ninh – Uong Bi road was started 3 years ago but slow progress, causing the people living on the road to be unsettled by the unfinished and unsafe.

The BOT project to improve and upgrade National Highway 18, Bac Ninh – Uong Bi section with the length of 57 km with the total cost of nearly $132 million, is invested by BOT Pha Lai Joint Stock Company. The project was started in May 2014, passing through 3 provinces of Quang Ninh, Hai Duong and Bac Ninh. The project is expected to be completed by March 2017. However, due to obstacles in site clearance and subcontractor’s construction capacity, the whole project was delayed. The investor even applied for a two-time extension and was approved by the Ministry of Transport to delay the completion until September 30^th, 2017, but the route has not yet been completed.

In particular, the project located in Quang Ninh is the “hot spot” most of the slow progress of the whole route and great impact on traffic, and made hundreds of households in Dong Trieu Town, Uong Bi City (Quang Ninh) miserable.

In October 1^st, present on Highway 18, through Phuong Dong Ward (Uong Bi City), we record the situation of material gathering both sides of the road, vehicles are jammed all day. Many road sections of the contractor have only dug the roadbed, have not constructed the longitudinal grooves, have not filled the ground to repair the roadbed.

The Bac Ninh – Uong Bi BOT Project is slow to progress, creating dangerous holes in front of the house.

Noteworthy, at the ramp through the area of Phuong Dong Ward and Trang Bach Village (Dong Trieu Town), the construction of the ditch along two unfinished roads creates a series of water holes, grooves water as well as ponds in front of the house door, around these pits there is no warning sign. It is alarming that on September 23^rd, at a construction site near Doc Do (Phuong Dong, Uong Bi), two young children have fallen into a fenced-in waterhole which has not the presenting sign. The case is in the process of investigation, however, public opinion is very worried about the contractor’s negligence when continuing to create dangerous water holes.

Nguyen Thi Lan, a resident of Doc Do 2, Phuong Dong, said: “During the past six months, they have dug holes in front of my house and many other families without leveling. It is dangerous to pollute the ponds, both polluting and many houses have to be dredged to reduce pollution”.

The traffic junction in Dien Bien Phu – Nguyen Tri Phuong, Da Nang city is slow to make traffic in the peak hours of local congestion, fatigue coming here.

Mr. Hoang Van Dao (resident in Hoang Que Commune, Dong Trieu Town) also said that the pits constructed by the construction unit in front of the house are very dangerous. With no electricity, many cyclists have fallen into the pit, the Mid-Autumn Festival, almost children do not dare to take the lamp because of the clutter is too messy and dangerous.

Again apply for extension

Talking to the press, Mai Van Du, Chairman of Phuong Dong People’s Committee, complained: “Since the project started construction, the ward received dozens of a petition of people about the contractor construction work. From the beginning of the year until now, people have been walking down the road at night. We have suggested many times, but then there, the investor, as well as the construction unit, does not arrange the traffic regulator, nor do the fence, do not attach warning”, he said.

However, according to Lai Vu Huy, Deputy Director of BOT Pha Lai Joint Stock Company, the implementation of the construction site is delayed “Because of weather factors, it rains heavily affecting the progress of the project”. At the same time, leaders of two localities, Uong Bi City and Dong Trieu Town, denied the cause.

Investors, as well as construction units, do not arrange traffic regulators, nor do fences, do not attach warning

Specifically, Mr. Nguyen Anh Tu, Chairman of Uong Bi City People’s Committee said: “The construction unit lacks capacity, staff and suitable construction plans, affecting directly to business and lives of many households along National Highway 18. Because the contractors do the “sticky rice” style, so new people urgent and many times prevent the construction unit, recaptured premises.

While people live in insecurity, recently, the investor is BOT Pha Lai Joint Stock Company continues to apply for the extension of the progress until the end of this year.
