According to that, nearly 3.000 cases of administrative violations in construction activities occurred in nearly 115,000 inspections of the HCM City, accounting for 2.52% of total inspections. Of which, construction was not allowed to be constructed is 1,395 / 2,096 cases, accounting for 59.3% (increase 28 cases, increase rate 2% over the same period). The most notable cases occurred in Binh Chanh District (42.4%), District 12 (9.7%), Thu Duc District (9.7%).

Illegal constructions have 956 / 2,096 cases, accounting for 40.7%. These constructing works are mainly in Binh Chanh, Thu Duc, Hoc Mon and District 7, District 12.

Many high - rise, apartment buildings are constructed illegal. — Construction of commercial apartments with an area of less than 45m2 is not acceptable.

Not only the construction works are not allowed, wrong sprouting in the suburban district, many buildings, buildings … in the center also occur some incidents.

According to statistics of the Department of Construction, in the past year, this department has checked the site of 13 construction problems and proposed the report to the City People’s Committee to solve.

Nguyen Manh Hung, Deputy Chief Inspector of the HCM City Department of Construction, said that localities such as Binh Chanh, Hoc Mon and Thu Duc are emerging as “bad” phenomena due to Unlicensed construction works.

“We regularly organize inspection teams, if detecting wrong works, the Department will do immediately, but the work must have the coordination with the local, under the jurisdiction of the local. At these hot spots, we will have specific plans focusing on the communes, “Hung said.

Tran Trong Tuan, director of the HCM City Department of Construction, said he had organized three meetings to analyze why Binh Chanh, Hoc Mon and Thu Duc “violated” the construction law. In early March 2017, the Department will continue to have a conference to sign joint implementation with these “hot spots” to correct, restore order and discipline in construction.
